Some of the worst criminals were housed in these 5 x 7 cells in the West Virginia Penitentiary in Moundsville. Three inmates were assigned to each 5 x 7 cell, with one inmate having to sleep on the floor. There was no air conditioning in the summer and very little heat in the winter so you can imagine living in these conditions, the Penitentiary closed in 1995.
